Alexey Klishin graduated from the International Law Faculty of Moscow State Institute of International Relations (MGIMO) of the USSR Ministry of Foreign Affairs with the diploma of international lawyer (1980). Mr. Klishin has the degree of Doctor of Law. He also holds the post of Professor in MGIMO where he heads the Advocacy Chair.

In 1982 he became a postgraduate student. In 1985-1989 he worked as Senior Researcher and acting Academic Secretary in the Institute of State and Law of the USSR Academy of Sciences.

Mr. Klishin lectured in various educational institutions in the USSR and abroad, including Georgetown University in Washington, universities of Europe, US and Latin America. As a scholar, legal expert and advocate he actively participated in the drafting of such statutory acts as USSR Law on Cooperatives, USSR Law on Property, USSR Law on Inventive Activity, RF Tax Code, Federal Law on Advocacy and Advocateship in the Russian Federation.

In 1994 Alexey Klishin became the Chairman of the Presidium of Klishin & Partners Attorneys at Law.

In March 2004 he was elected to the membership of the Federation Council of the Federal Assembly of the Russian Federation as the Representative of the Government of Kirov Region.

From October 2005 to May 2009 Alexey Klishin occupied the posts of First Deputy Chairman of the Federation Council Committee for Legal and Judicial Matters, Member of the Federation Council Commission on Cooperation with the Accounts Chamber of the Russian Federation, Member of the Federation Council Commission on Natural Monopolies. He took an active part in the drafting of federal laws, amendments and addenda to the existing laws directly related to the activities of the judicial authorities, court bailiff service and other law enforcement agencies of the Russian Federation.

In particular, Alexey Klishin was in charge of the preparations for the approval of the Federal Law on the Amendments to Article 11 of the Federal Law on Court Bailiffs by the Federation Council and co-chaired the conciliatory commission of the chambers of the RF Federal Assembly established with a view to work out a uniform wording of the Federal Law on the Amendments to the Federal Law on Execution Proceedings.

For several years Alexey Klishin worked in the Maritime Arbitration Commission of the USSR Chamber of Commerce and Industry. He is a member of the panels of experts of the RF Ministry of Interior, Court Bailiff Service of the RF Ministry of Justice, Economic Policy Committee of the State Duma of the RF Federal Assembly.

In 2009 Mr. Klishin returned to his former position of the Chairman of the Presidium of Klishin & Partners Attorneys at Law. When chairing Klishin & Partners he provided legal support to the Administration of the President of the Russian Federation, Ministry of Finance of the Russian Federation, Federal Financial Monitoring Service of the Russian Federation, Accounts Chamber of the Russian Federation.

Since April 2013 Alexey Klishin heads the Legislation Sociology Center of the Institute of Socio-Political Research of the RF Academy of Sciences. He renders legal and consulting assistance in the elaboration of methodological recommendations related to the Institute’s key areas of activity.

Since April 2013 Mr. Klishin holds the position of the Chairman of the Commission on Legal Matters of Current Integration Processes with participation of the Russian Federation. This Commission was established under the resolution of the Presidium of the Association of Lawyers of Russia.

In 2014 — 2016 Mr. Klishin headed the Russian delegations at three BRICS Legal Forums.

Member of the Executive Board of the Association of Lawyers of Russia since December 2016.

Alexey Klishin was a delegate of numerous conferences and symposia. Author of many monographs and articles on property law, obligations and tax laws in Russian and foreign publications.
