The article provides a comprehensive view of the phenomenon in the legal sphere in contemporary states that has manifested itself most vividly during the 2020 pandemic with the lockdown measures substantially narrowing the scope of traditional legal mechanisms in favor of simplified procedures not governed by any legislative acts in terms of persistence and rigidity, such procedures being fully dependent on the discretion of executive authorities.
